Duties
The Regional English Language Program Assistant overseas programming for public diplomacy outreach through English language teaching and learning, including developing, conducting webinars and online courses on topics relevant to English teachers. The incumbent develops and supports the public diplomacy office social media platforms. Other duties include creating and managing grants, covering office management functions, providing backup to the Regional English Language Program Specialist.

Qualifications and Evaluations
Requirements:
Prior Work Experience: The incumbent must have a minimum of 3 years English teaching experience, plus experience presenting at workshops. The incumbent must have demonstrated experience in facilitating social media accounts and creating and developing content for those accounts.

Start date: December 2024.

Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:
The position requires a bachelor's degree in English, Education, Linguistics, Communication, or equivalent.

Evaluations:
LANGUAGE: 
Level 4 (Fluent) Speaking/Reading/Writing English is required.
Level 3 (Good Working Knowledge) Speaking/Reading/Writing Latvian is required.
Level 4 (Fluent) Speaking/Reading/Writing Russian is required.

The incumbent must have a broad knowledge of the field of Teaching English as a Second Language, including educational technology and methodology. The incumbent must have specialized knowledge of the educational system in the region. The incumbent must be familiar with the U.S. educational system, U.S. culture, and U.S. society. The incumbent must be computer literate and social media literate. The incumbent must have vast experience in developing content for social media.

The ability to function under minimal supervision, while also working with a team of colleagues and external contacts, is required. Strong interpersonal skills are paramount.
The position demands strong keyboarding and Microsoft Office skills, along with a firm grasp of social media tools, for posting and streaming, and online learning management systems (LMSs) and other distance education platforms. Communication skills, with a range of age groups and educational backgrounds, are required. Some travel is required. A strong ability to organize logistics for regional online programming is a must.

The incumbent must be able to write complete, coherent text from the paragraph level to full report level with minimal errors in grammar, syntax, and spelling. The incumbent must demonstrate proper e-mail etiquette in English. The incumbent must demonstrate a working vocabulary relevant to the position being applied for. The incumbent must be able to fully and accurately translate between Russian and English.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
