Location: Stockholm (office-based role)
Salary: 50,975.00 SEK per month
Contract type: Fixed-Term for a period of 12 months with the option to extend to permanent
Contract hours: Full Time, 37.5 hours per week

About the Department of Foreign Affairs and Trade
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australias security, enhancing Australias prosperity, delivering an effective and high-quality overseas aid program and helping Australian travellers and Australians overseas. The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australias pursuit of global, regional and bilateral interests.
 
About the Position
The Senior Policy and Research Officer manages a small team, working to support the Political Economic Section at the Australian Embassy Moscow. Based at the Australian Embassy Stockholm, and under direction from the Moscow team, this position is responsible for delivering research, analysis, reporting and advice including on the Russian Federations and the countries of accreditations (including Armenia, Belarus, Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan) foreign, trade, development and multilateral policies.
 

Key responsibilities

Key responsibilities of the position include but are not limited to:
  • Undertake complex research, analysis and reporting on issues including the Russian Federations and the countries of accreditations foreign, trade, development and multilateral policies.
  • Provide specific and accurate advice and prepare cables in response to tasking from DFAT Canberra including on key political and economic developments.
  • Monitor daily media reports in Russia and countries of accreditation and build strong relationships with media representatives to help shape communications strategy and related activities.
  • Accompany and support the Ambassador and other posted officers on travel to countries of accreditation and provide high-level translation and interpretation between English and Russian, as required.
  • Build and maintain effective working relationships with key stakeholders including but not limited to government officials, international organisations and other diplomatic missions.
  • Represent and contribute to meetings with external stakeholders on relevant policy issues and summarise key issues, developments and outcomes.
  • Assist with program preparation and support logistics management for ministerial and official visits.
  • Lead and manage a small policy team, including delivering performance management, prioritisation of workloads and professional development.
  • Effectively work across geographies and time zones as part of a team to support Australia's global, regional and bilateral interests. 

Required Qualifications/Experience
  • Tertiary qualifications in International Relations or a related field (or equivalent level experience).
  • Excellent written and spoken communication skills in English and Russian and ability to translate and interpret between the two. Other regional language skills would be an advantage.
  • Extensive knowledge of political and economic policy in Russia and countries of accreditation.
  • High-level research and analytical skills with strong understanding of international politics and impact on Australian foreign and trade policies.
  • Capacity to work under limited direction and achieve outcomes whilst managing competing priorities with initiative and judgement.
  • Demonstrated leadership skills, including proven ability to deliver coaching and training to team members.
  • Strong stakeholder management and interpersonal skills with the ability to maintain productive working relationships at all levels.
  • Excellent teamwork and interpersonal skills.
  • Ability to remain discreet and respect confidentiality at all times.

Selection Criteria*

A. Ability to conduct high-quality research drawing on a variety of sources, analyse findings to monitor trends and present findings to senior management.
B. Demonstrated knowledge of foreign affairs including the Russian Federations and the countries of accreditations foreign, trade, development and multilateral policies.
C. Excellent written and oral communication skills in both English and Russian, with the ability to translate and interpret specialised political and economic texts and advise at official meetings.
D. Highly developed stakeholder management skills, with the ability to maintain productive working relationships at all levels, including the ability to build and maintain networks with key external stakeholders and to leverage these networks to achieve desired results.
E. Demonstrated good judgement, ability to respect confidentiality and ability to work across geographies and time zones as part of a team.
F. Effective leadership skills including demonstrated ability to supervise staff, establish work priorities and direct workflow to achieve outcomes.
