Duties
The employee works as a Budget Analyst and Program Specialist for the U.S. Military Office in Latvia, helping manage financial and support programs that strengthen cooperation between the U.S. and Latvian defense forces. This includes handling budgets, reviewing expenses, planning funding, and coordinating U.S.-funded projects such as military construction and humanitarian aid. They also manage official paperwork, translate and interpret documents, and have other office management responsibilities.

As a representative of the U.S. Military Office, the employee regularly interacts with Latvian government agenciesincluding the Ministries of Defense, Interior, and Healthand the Latvian National Armed Forces. They also work closely with U.S. military branches like the Army, Air Force, and Navy, and must understand and follow official rules that guide international military support programs.

Qualifications and Evaluations
Requirements:
Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:
Bachelor's degree in Business Administration or Public Administration or Project Management.

Qualifications:
Prior Work Experience:

At least four years of acquisition and/or project management experience or developing and programming budgets.

Language Proficiency: 
English - Level 4 - Fluent; speaking/reading/writing, may include the ability to translat
Latvian - Level 4 - Fluent; speaking/reading/writing, may include the ability to translate.

Job Knowledge and Skills: 

This role requires experience in managing office operations, handling budgets, and following administrative procedures. The person should have a deep understanding of how Latvias military, border security, and social services workincluding the laws, policies, and government agencies involved.

A successful applicant needs to be able to clearly explain complex topics, especially how different programs and funding options connect. A valid drivers license is required. The job also involves using computer software and learning specialized systems, so basic tech skills are important.

Strong communication and people skills are essential. It helps to be familiar with military language and customs. The role also demands excellent leadership, organization, and management abilities.
