Duties
Protects U.S. Government personnel, facilities, and equipment from damage or loss. The Local Guard force (LGF) is one component of the Mission's security apparatus and complements other physical, technical, and procedural security systems. The LGF shall carry out specific actions as described in General and Post Orders.

Provides security for Embassy personnel and facilities by conducting access control and visitor screening duties as a member of a local guard program. Prevents unauthorized access; protect life; maintain order; deter criminal attacks against employees; dependents and property and terrorist acts against all U.S. assets, and prevent damage to Government property.

Qualifications and Evaluations
Requirements:
Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

All applicants under consideration will be required to pass medical and security certifications.
Must have a valid type B driver's license.

Education Requirements:
Completion of Secondary School.
Must hold a valid Type B driver's license.

Qualifications:
Prior Work Experience:

No prior working experience is required.

Language Proficiency: 
Latvian language Level 3 (Good working knowledge) is required.
English language Level 1 (Rudimentary knowledge) is required.

Job Knowledge and Skills: 
Knowledge of the emergency response procedures and notification process, familiarity with state-of-the-art security equipment and processes, awareness of cultural norms and customs required.

Ability to understand the security control panel and to operate emergency alarms and the public address system. Ability to use state-of-the-art security and radio communication equipment. Ability to use Automated External Defibrillator. Ability to use fire extinguisher. Ability to use personal protective equipment (i.e. batons, pepper spray, handcuffs, and flexi cuffs, etc.). Ability to walk and/or stand in a wide variety of weather conditions for an extended period of time. Ability to work flexible shift schedules, to include nights, days, weekends, and/or holidays.

A certification is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given. 

** This level of preference applies to all FS employees on LWOP and CS with re-employment rights back to their agency or bureau.

ADDITIONAL EMPLOYMENT CONSIDERATIONS

The following apply to EFMs, USEFMs, and AEFMs only:   
  • Current employees who used a hiring preference to gain employment who are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.   
  • Candidates with a hiring preference who have already accepted a conditional offer of employment may NOT be extended a second conditional offer of employment unless and until they withdraw their candidacy for the first position in writing. 

The following apply to Locally Employed (LE) staff only:  
  • Current employees serving a probationary period are not eligible. 
  • Current employees with an Overall Summary Rating of Needs Improvement, Unsatisfactory, or an MBC score of less than 100 points on their most recent Employee Performance Report are not eligible.
