Duties
Legal Advisor manages and implements programs of advanced legal education and international and foreign governmental and non-governmental institutions and organizations. This includes assisting the Resident Legal Advisor (RLA) in the development and implementation of substantive training curricula and programs, legal policy analysis, and drafting reports regarding assistance and training activities.
Proposes to the RLA, and jointly develops and implements, advanced legal education, training, and assistance projects. Assesses the needs of Latvia's criminal justice system for trainings and professional development projects. Assists the RLA to develop training activities, identify domestic and international experts, and draft substantive training materials, including manuals, investigative checklists, agendas, and course evaluations.
Plans timing, location, logistics, and travel arrangements for assistance activities, including training seminars, domestic and regional conferences, and study visits. Reviews and prepares training materials, arranges for written and oral translations, and tracks and disseminates critiques and program evaluations by participants. Briefs Latvian participants in advance of program attendance, and maintains adequate lists and records of program participants. Assists visiting U.S. and foreign program faculty/trainers. Meets with and helps to facilitate visiting delegations.
Researches legal and newsworthy issues on pending and existing laws and legal questions which need clarification and analysis, Provides suggestions and explanations to RLA to enable RLA to advise justice-sector officials regarding legal issues and proposed solutions. Advises visiting U.S. Government officials on legal issues and legal procedures.
Drafts key program planning and reporting documents, including the annual work plan, as well as weekly, monthly, quarterly, after action reports, and Embassy reports.
Interprets at meetings with Latvian officials, coordination groups, and mentoring sessions. Translates relevant documents/correspondence (including draft legislation, government documents, and press accounts).
Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Qualifications and Evaluations
Requirements:
EXPERIENCE: A minimum of three years of experience in analyzing legal issues, and preparing, reviewing and interpreting legal documents or draft legislation, as well as a minimum of one year of experience in organizing and planning training programs, courses or conferences in the legal or justice field.
Education Requirements:
Bachelor’s Degree in Law.
Evaluations:
LANGUAGE: Level IV (fluent) Speaking/Reading/Writing in both English and Latvian is required. Language skills may be tested.
