Duties

1. Supporting the Training Program Management - 25%
Support the Training Program Manager, in using all available authorities and funds (such as the International Military Education and Training – IMET, Foreign Military Financing - FMF, Building Partner Capacity Section 333, and Latvian national funds) requests training and prepares students for training in timely manner. Ensures all actions are completed on time for successful execution of training, including the completion of nomination forms, invitation letters, English Comprehension Level (ECL) testing, medical and security screenings, managing advance payments/ reimbursements, and other requirements. Coordinates and negotiates with U.S. Military Departments (MILDEPs) and others to obtain additional funding and class seats, as well as monitors progress of all students while in training. Utilizes required information technology and security assistance programs to manage and execute required activities, such as updating Latvian Standardized Training Lists (STLs). Coordinates with the Ministry of Defense (MOD) and the Latvian National Armed Forces (LNAF) for Host National Access and Training Security Assistance Network (SAN). Supports coordination, administration and implementation of training activities requested by other security organizations such as the Ministry of Interior or Ministry of Foreign Affairs.

2. Vetting and Student Database Program Manager – 25%

Serves as the vetting program manager in support of the Office of Defense Cooperation (ODC), ensuring all candidates, students, and dependents have proper background checks and required biometrics collected and submitted in accordance with the U.S. Government guidance and regulations. Coordinates and executes required Leahy Vetting Compliance, Department of Defense Security Vetting, and supports visa processing in accordance with Department of State (DOS) guidance and procedures. Maintains student database, tracking progress and alumni assignments. Executes other administrative and clerical tasks as required to process travel orders, course application and school records, preparation of travel authorizations, amendments, and vouchers.

3. Supporting Training Efforts in Latvia – 20%

In ensuring that Latvia received the required training at the lowest available cost, coordinates for Security Cooperation Education and Training (SCET) teams via short- or long-term assignments. SCETs include the Mobile Training Teams (MTT), Mobile Education Teams (MET), Technical Assistance Field Teams (TAFT), New Equipment Training (NET), or other civilian, military, and contractor service providers, that visit Latvia to provide in-country training when feasible and cost effective. Responsible for logistical, facility arrangements and administrative support of visiting teams and coordinates with appropriate stakeholders. Also prepares invitees for training in a timely manner such as nomination forms, invitation letters, supports ECL testing, coordinates medical and security screenings, and completes other tasks as required to support the events.

4. Management of George C. Marshall Center (GCMC) Courses and Outreach Program – 10%

Coordinates with GCMC and Latvian authorities the development and implementation of the annual GCMC work plan. Manages program and selects students according to the guidelines established by the GCMC, DOD and DOS. Prepares students for training in timely manner (nomination forms, invitation letters, ECL testing, coordinates medical and security screenings, manages advance payments / reimbursements and completion of other specific requirements). Utilizes the various IT systems and other Security Assistance programs to manage this program. Coordinates and negotiates with representatives from GCMC and others to obtain additional funding, training, and class seats.

5. Administrative and Other Duties – 20%

Capable of utilizing information technology for word processing, spreadsheet, e-mail, database programs, development of materials and briefing and other audiovisual presentations, and utilize other communication resources. Must be familiar with publications, forms and regulations associated with training program management, and thorough knowledge of security cooperation activities. Assists ODC staff to coordinate, plan, and implement all security assistance activities. Serves as a driver, supports official visitors, and briefs on training programs. Travels to conferences and meeting in and outside Latvia as required. 

Qualifications and Evaluations
Requirements:

EXPERIENCE: Minimum of three (3) years of administrative, education, training, budgeting, and planning work experience required.

KNOWLEDGE: Understanding of Latvian political and military development. Familiarity with military terminology and protocol is mandatory.

Education Requirements:
A minimum of two (2) years University Studies is required.

Must have a type B driver`s license.

Evaluations:
LANGUAGE: Level IV (fluent) English (Reading/Writing/Speaking); Level IV (fluent) Latvian (Reading/Writing/Speaking). (This may be tested)

SKILLS AND ABILITIES: Strong knowledge of protocol and possess strong social skills to communicate and coordinate with U.S. and Latvian officials and other multilateral organizations. Previous computer training on word processing, database programs, and internet required.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Riga, Latvia may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
