Role Description and Key Requirements

We are looking for a Schedule Manager who will own and manage the Latvian project schedule from design through to Taking Over, ensuring accurate planning, critical path control, recovery planning, and performance measurement throughout the project lifecycle.

This is a contractual Key Expert role. You'd report to the Head of Schedule Management and be the single point of truth for Latvian dates — baseline control, critical path, recovery planning, and Earned Value assessment of project performance.

Key Requirements (non-negotiable):
  • Electrical, Civil or Mechanical Engineering degree.
  • Minimum 10 years of proven and verifiable experience in project planning and scheduling roles involving responsibilities equivalent to those described below.
  • Latvian B2 minimum and English B2 minimum.
  • Full-time, dedicated to this project only, based in Latvia.
  • Previous experience in railway, rail electrification, transportation, or major linear infrastructure projects will be considered a significant advantage.

What will make you good at it:
  • Primavera P6 to a professional standard — not just updating activities, but owning WBS architecture, calendars, logic quality, resource loading and multi-project integration.
  • Time-chainage planning (Tilos, Turbo-Chart or similar). This is a linear railway. A Gantt chart alone will not show you where two crews are about to collide at the same kilometer.
  • Earned Value applied to deliverables, not hours burned — weighted registers, defined progress gates, and a defensible physical % complete.
  • Power BI — building dashboards that transform complex project schedules into clear, actionable information for project decision-making.
  • Advanced Excel data analytics — Power Query, pivots, lookups, clean reconciliation of registers against the schedule. Most planning failures are data failures first.
  • Schedule quality analysis — DCMA-type checks, float and negative-float management, critical and near-critical path interrogation.
  • Recovery and what-if analysis — modelling access-window shifts, mitigation options and their real cost in time.
  • Reporting under a contract — you'll be writing to an Employer and an Engineer, not to an internal audience. Every figure has to trace back to a source.
  • Strong professional judgement to defend schedule assumptions and forecast dates before the Engineer, combined with the integrity to identify and escalate risks when targets cannot be achieved.

Main Responsibilities

  • Report to the Head of the Schedule Management or as it shall be set out in the organization chart agreed between the Employer and the ENE Contractor.
  • Provide planning support for all aspects of project planning including ensuring consistent and competent monitoring, recording and analysis of performance against baseline and the change control process.
  • Management of the implementation of planning work processes and procedures in accordance with project requirements.
  • Regularly update time schedules and development of non-standard time schedule based on specific project requirements.
  • Assess and determine need for change to planning processes and methods and implement changes to deliver improved performance.
  • Analyze, review, and highlight critical time schedule issues and ensure viable resolution plans are in place.
  • Identify and analyze performance across the critical paths in projects and report identified schedule opportunities to the project Controller.
  • Generation of assessment of project performance using Earned Value Management.
