Job description
We're looking for an exceptional CTO/CIO to join the Board of one of the world's leading stablecoin ecosystems as it builds out its regulated European presence.
This role goes well beyond a traditional technology leadership position. As the Board member responsible for ICT and DORA, the successful candidate will hold ultimate accountability for the company's ICT strategy, ICT risk governance, cybersecurity, and operational resilience - safeguarding the infrastructure that underpins a regulated financial institution and its stablecoin operations.
We are looking for a senior technology leader with a strong track record operating security-critical financial or payment infrastructure, deep familiarity with EU ICT risk regulation, and the stature to represent the business to the regulator and the Board.
Key Responsibilities
- Hold Board-level responsibility for ICT strategy, ICT risk governance, and the company's DORA compliance programme, including engagement with the Bank of Latvia throughout the EMI licensing process and beyond.
- Define and oversee the company's cybersecurity strategy, key management practices, and the security of smart-contract and blockchain infrastructure.
- Ensure the operational resilience of ICT systems, including business continuity, disaster recovery planning, and incident response capability.
- Oversee critical ICT outsourcing arrangements, including due diligence, contractual safeguards, and ongoing oversight of third-party and cloud service providers.
- Ensure appropriate second-line ICT risk oversight is in place, working with or overseeing a dedicated CISO / Information Security Officer function responsible for day-to-day information-security controls.
- Report regularly to the Board on ICT risk, cybersecurity posture, operational resilience, and relevant regulatory developments (DORA and related ICT risk regulation).
- Represent the company to Latvijas Banka and other relevant regulators and stakeholders on ICT, cybersecurity, and technology infrastructure matters.
- Contribute to the Board's overall strategy and governance as a full member, alongside the CEO and other Board members.
Requirements
- Higher education qualification and a minimum of 3 years' relevant senior experience, in line with statutory Board member suitability requirements.
- Senior experience operating security-critical financial or payment infrastructure.
- Strong understanding of DORA, ICT risk governance, and operational resilience requirements applicable to regulated financial institutions.
- Solid knowledge of cybersecurity practices, key management, and the security of blockchain and smart-contract infrastructure.
- Experience overseeing critical ICT outsourcing and third-party / cloud risk management.
- Familiarity with MiCA, PSD2, and other relevant EU financial and technology regulation as it relates to ICT and security.
- Meets statutory Board member suitability and fit-and-proper requirements.
- Based in Latvia and fluent in Latvian.
- Excellent stakeholder management and communication skills, with the ability to engage effectively with the regulator and the Board.
Note: day-to-day information-security control is expected to sit with a separate CISO or Information Security Officer; the CTO/CIO is not expected to personally perform every operational and second-line ICT-risk control, but retains ultimate Board-level accountability for the ICT risk framework.
Considered as advantage:
- Previous Board or senior technology role within an EMI, PI, banking, or CASP-licensed institution.
- Direct experience leading or implementing a DORA compliance programme.
- Experience working alongside or overseeing a dedicated CISO / Information Security function.
- Hands-on experience with blockchain infrastructure, wallet/key management, or stablecoin-related technology.
