Job description
We're looking for an exceptional CFO to join the Board of one of the world's leading stablecoin ecosystems as it builds out its regulated European presence.
This role goes well beyond a traditional finance leadership position. As the Board member responsible for finance, capital, safeguarding and reserve oversight, the successful candidate will hold ultimate accountability for the company's financial management, prudential and regulatory reporting, treasury governance, and the safeguarding and reconciliation of client and reserve funds underpinning a regulated financial institution and its stablecoin operations.
We are looking for a senior finance leader with a strong track record in regulated financial reporting and treasury/liquidity or safeguarding management, deep familiarity with EU prudential regulation, and the stature to represent the business to the regulator and the Board.
Key Responsibilities
- Hold Board-level responsibility for financial management, accounting, and prudential and regulatory reporting, including engagement with the Bank of Latvia throughout the EMI licensing process and beyond.
- Own the company's own-funds calculations and ensure ongoing compliance with applicable capital adequacy requirements.
- Set and oversee treasury governance, including liquidity management, banking relationships, and investment policy for corporate and reserve funds.
- Oversee safeguarding of client funds and reserve reconciliation, ensuring robust controls and accurate, timely reconciliation between reserves/backing assets and outstanding obligations.
- Ensure treasury execution and finance control/reconciliation remain segregated beneath the CFO, with clear separation of duties between those who execute treasury transactions and those who control and reconcile them.
- Oversee financial planning, budgeting, and business performance reporting, ensuring disciplined execution of the company's financial strategy.
- Report regularly to the Board on financial performance, capital and liquidity position, safeguarding/reserve status, and relevant regulatory developments.
- Represent the company to Latvijas Banka and other relevant regulators and stakeholders on financial, prudential, and reserve matters.
- Contribute to the Board's overall strategy and governance as a full member, alongside the CEO and other Board members.
Requirements
- Higher education qualification and demonstrable financial-management competence, with a minimum of 3 years' relevant experience, in line with statutory Board member suitability requirements.
- Impeccable reputation and no applicable disqualification, as required for statutory Board member suitability.
- Demonstrable experience in regulated financial reporting.
- Demonstrable experience in treasury/liquidity management, and/or safeguarding or reserve management.
- Strong understanding of own-funds and prudential capital requirements applicable to regulated financial or e-money institutions.
- Familiarity with MiCA, EMD, PSD2, and other relevant EU financial regulation as it relates to safeguarding, reserves, and prudential reporting.
- Meets statutory Board member suitability and fit-and-proper requirements.
- Based in Latvia and fluent in Latvian.
- Excellent stakeholder management and communication skills, with the ability to engage effectively with the regulator, auditors, and the Board.
Note: treasury execution and finance control/reconciliation should remain segregated beneath the CFO, with day-to-day treasury dealing and reconciliation performed by separate functions; the CFO retains ultimate Board-level accountability for the finance and reserve control framework.
Considered as advantage:
- Previous Board or senior finance role within an EMI, PI, banking, or CASP-licensed institution.
- Direct experience with stablecoin or e-money reserve/safeguarding arrangements.
- Previous involvement in the obtaining process of an EMI, PI, Banking or CASP licence.
- Existing relationships within the European payments and crypto ecosystem.
